On Sunday, Deputy Foreign Minister arrived in Vienna, where on March 12, President Evo Morales asked members of the 55th Assembly of the Commission on Narcotic Drugs "repair the historical damage" on coca and coca leaf chewing.
In this context, requested the reinstatement of Bolivia with reservation to the Convention of 1961, which reported in June 2011.
"I have stayed several days in Vienna and I had more than 30 bilateral meetings, and the balance is highly positive for the Bolivian position. I can say that at a rate of ten (countries) to support a Bolivian demand and the reservation made for acullico "said the Foreign Ministry Alurralde.
The diplomat said that support for the Bolivian cause is important, considering that there are still 10 months to the Commission on Narcotic Drugs to rule on the request for reinstatement of Bolivia.
Alurralde, in that context, he recalled that the socialization process of the Bolivian demand will be until January 9, 2013.
The deputy minister refuted the versions published in some media, in the sense that the complaint of Bolivia of the Convention of 1961 weakened his presence with that agency.
The authority attributed to the filing of the application of President Evo Morales in the 55th Assembly of the Commission on Narcotic Drugs in Vienna, on 12, the pronouncements in favor of the delegates from various countries to the Bolivian request.
For example, he cited that the explanation of Morales on the outcome of the fight against drug trafficking and the eradication of excess coca plantations in Bolivia generated favorable reactions from delegates to the Commission.
He recalled that these achievements were not supported by the U.S. Drug Enforcement Agency (DEA, for its acronym in English), expelled from Bolivia for acts of conspiracy against his government in 2008.
Morales reported that in 2011 in Bolivia seized 27 tons of cocaine base, 5.1 tons of cocaine hydrochloride, 382 tons of marijuana, and 11,545 operations were performed.
He said that the Bolivian government for these achievements, invests $ 20 million in the fight against drug trafficking.
On the occasion, and with that reality, the international community demanded a shared responsibility in the fight against drugs. In this context, he reiterated the demand for support to the country with radars and helicopters.
The deputy minister announced high-level bilateral meetings to further explain and clarify the scope of the Bolivian demand and nutritional and medicinal qualities of ancient coca leaf and coca leaf chewing.
• Article 384 of the EPC says that "the State protects the coca native and ancestral cultural heritage, renewable natural resource of biodiversity in Bolivia, and a factor of social cohesion in its natural state is not a narcotic. The revaluation, production, commercialization and industrialization will be governed by the law. "
• The International Narcotics Control Board (INCB) requires that Bolivia meets its commitment to disappear in 25 years the country's coca, which took Hugo Banzer in 1976 and pushed through his policy of "zero coca."
• 11 of this month was held the National Day of acullico (coca chewing), a day before the Commission on Narcotic Drugs in Vienna, as proof of identity and culture in Bolivia.
